they only use it as a very temporary thing, giving them like a month of time to renegotiate a long term deal.

A couple reasons they rarely use it.

1. They rarely have the cap room.
2. They generally dont let big time players reach FA, they resign them before it reaches that point.
3. Its unpopular with the players.

Why is it unpopular with players?

Cuz its only one year deals that average the top 5 in that position. Truth is ... if a player is good enough to be franchised they usually get contracts for the top 3.

So not only do they get a bit underpaid, they also have to worry about the season since they have no long term deal and no guaranteed money.

The real reason players hate it is that it gives them very little financial security, the tag itself is guaranteed for that season, but if the player gets some sort of career ending injury that season, he will never get another dime.

Long term contracts will always give the player more guaranteed money.

Have we ever had a franchise player that played though the season though? I remember the Jacobs franchising before the season.

No they really don't use it. I think they are one of the few teams that dont.
