This would probably be a suspension in the NFL.

Yes, that a fine for first offenders and suspension for repeat-offenders.
Maybe the CFL has yet to institute the player safety rules that the NFL has. I haven't heard any former CFL players suing the league like lawsuits on the NFL. But then again, I'm not in Canada either.

I don't know much about the CFL either. I think this is the exact blueprint of a play that would make Roger Goodell's head explode.

In a strange way it's kind of nice to see a play like this deemed legal considering how strict the NFL has become on big hits.
