[/quote]80% is 'scamming' the system? I HIGHLY doubt that, no matter what your buddy says. I have received govt assistance before in my life and never had to deal with a lawyer or prosecutor or anyone like that from the state dept, if anything your buddy was most likely dealing specifically with people who were trying to scam the system no honest people that actually needed the assistance
