All that matters is the guaranteed money, the amount of years that we have his rights, and the cap hit.

If you look at Ed Reed, he got essentially a 1 year, $6MM deal. Its shown as 3 years and $15MM, but that's really not what it is unless the Texans want to keep him after this year. These NFL deals can't be reduced to "annual pay". they are too complex because they can be voided by the team.
I don't have any way of knowing the structure and I am betting the leak was "3 yrs/$21+M and the math was easier to do averaging it out rather than guessing at all of the scenarios.. I think you are right about year one, but there are ways to get around that and they know how to do that. Even Welker's deal turned out to be not so lucrative "if..." The devil will be in the details.

say 4yrs at 32 million ... 20 million guaranteed. back load year 4 for cap
I'm sorry but that's just not true at all.
Lets say he signs a deal worth $28MM with $11M bonus ( 4 years) and a $1.5MM salary year one. That would be $12.5MM guaranteed. The cap hit year one would be $4.25MM year one even though he gets $11M at the day of the signing. $11MM divided by 4, plus $1.5MM).
So guaranteed money can mean that the deal is front loaded but the cap hit isn't.

Say it isn't so But you have to admit Tisch saying "more than Welker" tends to put the low tide reading around $7M

"Guaranteed money" is the signing bonus plus any guaranteed salary. Usually, year one salary is guaranteed. Sometimes part or all of year 2 as well.

yeah but it could be a huge salary in the last year that bumps up the average but he may never see.

It absolutely could, but that's not going to be known for some time. I suspect his guarantee will be around half of the aggregate in a 3 year deal.

guaranteed money is money you will make if you get hurt or cut

a signing bonus is a way to keep cap numbers lower

7 for Cruz and 9 for Nicks- if he stays healthy...I think that's doable.
