Not necessarily. Further on in the same article, they point out the other scenario. "Jay-Z has his agency. He recruits more baseball players. The business grows. He hires an army of certified agents. He remains publicly detached from his agency but inside he's extremely involved. He speaks to no recruits but every recruit understands they are joining Jay-Z's firm."
No one can mandate college degrees for people to own their own business. The NFLPA is just mandating college degrees for people that will handle their players' football transactions and representation. These certified people can very well just work for a big firm owned by someone like Jay-Z and that'll perfectly be fine.
