Diving has nothing at all to do with weakness - it's used to milk penalties from a referee that can't always see exactly what's going on. Football/soccer isn't structured entirely around television the way that typical US sports are; matches aren't stopped and started in 30-second intervals, so referees can only call what they see. They don't have the luxury of looping replays on big screens, or booths to jump in so they can evaluate tape. They have to make decisions on the spot, so unfortunately, they're often wrong. It's hard to change this without disrupting the flow of the game, and that takes priority over everything else. It's why FIFA are so reluctant to meddle in that area, and why goal-line technology is only a recent addition.
FIFA are corrupt as hell, though. Sepp Blatter got rightly booed during the final's cup ceremony, the guy has to go.
