Why is Scott inactive? Why not at least keep him on ST?

I'd keep him active just because I don't trust that Bradshaw won't get hurt again.....

That's my thought process as well... I don't understand this at all..
Our return game got a spark because of Scott.... who now? Jernigan?
I just don't see Jernigan as a return man in the NFL... I hope I eat my words
